help, cannot create an account in outlook express.

i used some form of protection program awhile, back, i do not remember what
it was called, but this program deleted the create new account option in
outlook express 6.1.

How do i get this option back?

as i want to create a new account and I cannot, because of this.

its ok ive fixed it, there was an entry in the registry, No Modify account,
or something, i deleted this entry, and now the option is back.
